In need of commissary agreement to start small business!

I am wanting to start a ice cream truck business. I will only be selling pre packaged items and I will not be preparing anything. I am required to obtain a commissary agreement to get my business license. I have multiple sclerosis and I don’t plan on selling as a full time job. I don’t know when I will be feeling well, so it’s very hard for me to plan. I will be buying the pre packaged ice cream on the day I would sell and will not be needing storage. I just need an agreement to move forward with getting a business license. Thank you.
